Work Participant Program (WPP) is a partnership between DTA and Massachusetts Department of Career Services through MassHire Career Centers providing supported Job Search and related services to TAFDC and SNAP participants.
This partnership provides employment supports to participants through the network of MassHire Career Centers. Through WPP, participants have access to individualized career counseling and guidance, workshops, job fairs, employer recruitment, and free resources to assist with job search and applications. Participants may also be eligible for paid training and certificate programs.
The WPP program is designed to serve TAFDC or SNAP-only clients who:
identify as having minimal challenges in obtaining or retaining employment,
have a current or recent work history (employed within the past year); and
have a high school diploma or equivalency
may have some higher education, certification or degree
are seeking employment or occupational or vocational training with an employment goal
Services may include:
Individualized job coaching
Interviewing techniques
Resume writing
Access to digital resources
Access to certificate programs
Statewide and national job listing
English language skills
Vocational Skills training
Direct employer connections

From the Pathways to Work workflow, WPP resources can be found on the Activity Referral page. The page will automatically filter to resources based on the TAFDC client’s assigned TAO.

Clients are to be connected to the MassHire Career Center that covers their city/town, to ensure access to certain programming and training funds. To locate MassHire Career Center locations, search here by city, town or zip code: Locations | Mass.gov.
How to connect a SNAP client
DTA clients that receive only SNAP benefits are eligible for WPP through SNAP Path to Work. A SNAP client can get connected to WPP by:
DTA staff emailing a SNAP Employment and Training Specialist directly with client name and AP ID.
visiting a MassHire Career Center
registering with JobQuest, creating a profile and register for a Career Center Seminar online. Once the profile is created, the client may self-identify as a SNAP recipient.
Find the SNAP E&T Specialist that covers each MassHire Career Center here.
Career Center staff will then tell DTA that a SNAP client has enrolled with WPP. The SNAP E&T Specialist will determine if the client is eligible for transportation and child care.
