Informing Clients of Potential Eligibility for TAFDC and EAEDC benefits

Many families and individuals have experienced severe economic disruptions during the COVID-19 pandemic. Some SNAP clients may not know they may also be eligible for TAFDC and EAEDC benefits to assist with meeting their financial needs. There are several important ways that you can help a SNAP client secure EAEDC or TAFDC benefits, including:

When speaking to a client who is potentially eligible for TAFDC

SNAP case managers must refer clients to apply for TAFDC Benefits when it appears that a client may be eligible, i.e., the household has little or no reported income and includes a child under 18 years of age, or if the grantee is a relative caregiver for a child under 18 regardless of income.

When speaking with a client who meets these criteria, you must state the following:

“In reviewing your case information, it appears that you may be eligible for TAFDC a cash assistance program for families. If you are eligible, these benefits could include:

You have the right to apply for TAFDC benefits, but you must meet certain criteria. This includes cooperation with the Department of Revenue to seek child support unless it is not safe to do so.

If you are interested, you can apply online or I can have someone from your  local TAO call you to explain the program to you and complete an application over the phone. Would you like someone to call you about TAFDC benefits?”

If the client states that they would like someone to call them regarding an application for TAFDC benefits, the FAW must send a secure email to their TAO management with the client’s details. This information will be forwarded to the TAO managers in the catchment area that services the client making the request. The TAO managers in the client’s catchment area will arrange the call to the potential client.

If the client states that they are not interested at this time, inform the client that they can apply online at DTAConnect.com or call their local office main number at any time should they change their mind.

SNAP Clients are potentially eligible for EAEDC

TAFDC and EAEDC Phone message

If a SNAP client interview is not required, but the case manager finds that the client may be eligible for Economic Assistance benefits, the case manager should perform a cold call to inform the client of this potential eligibility. If the client answers, review the script above. If the client does not answer, and the client has a voice mailbox set up, the case manager must leave the following message:

“Hello, this is DTA calling for {FIRST NAME LAST NAME}. We are trying to reach you regarding your recent application for SNAP benefits. Your application has been processed, and in reviewing your information, it appears that you may also be eligible for Economic Assistance benefits. If eligible, these benefits could include cash grants and other benefits. You can apply for Economic Assistance programs at DTAConnect.com.”

In all scenarios a detailed narrative must be entered on the case, including whether a voicemail was left and if successful in reaching the client, whether they were interested in applying.
