Sanctions should be removed once a client indicates s/he is ready to participate in a work program activity and has a referral to an appropriate program. To remove a Level 2 sanction you must go to the Sanction page of the Case Maintenance workflow and:
highlight the sanction from the drop-down list;
click the Select button to populate the Sanction tab;
choose the removal reason of Cooperating from the drop-down list;
click Save; and
click Finish.
This instruction also applies for removing a Level 3 interrupted sanction. Level 3 interrupted sanctions must be removed once a client indicates s/he is ready to participate in a work program activity and has a referral to an appropriate program. You must also remove the Sanction on the AU Composition Results page to remove a Level 3 interrupted sanction. Additionally, for a Level 3 interrupted sanction, go to the Interview Wrapup page and authorize the removal of the sanction reason.

To remove a Level 2 mandated community service sanction, after a Level 3 Participation sanction has been imposed, remove the Level 2 sanction with Cooperating following the instructions above. |
The work program tracking batch job will stop tracking work program compliance if there is a Meets Compliance Reason on the Work Requirements page until the Meets Compliance Reason is changed to Participation. Once that occurs, the client must meet the participation guidelines for his or her work program requirement.

Failure to remove a sanction for a client who is cooperating will cause the client to appear to have an active sanction while complying with his or her work program requirements. |
Level 3 and Level 4 sanctions will be removed using the reason Cooperating if the client is reinstated in the grant (Level 3) or the case is reopened (Level 4). However, if there is a subsequent sanction action, the sanction level will increase to the next level if the removal reason Cooperating is used.

If the reason for reinstatement or reopening is other than Cooperating, for example, an appeal decision or the client’s establishing good cause such as a Temporary Health Problem you must remove the sanction using the appropriate reason the same day the client is reinstated or the case is reopened. Once a sanction is removed, the reason for removal cannot be changed.

A client’s work program sanction level will reset when a new 60-month period begins, and the client is either currently exempt from the work program, meeting the work program requirement or has been closed for more than 30 days and reapplies for benefits. The work program sanction level will not reset when a new 60-month period begins, and the client is in the sanctioning process. |
