Entering ABAWD Work Program Data

 

The Work Requirements-FS page, which is accessed through the Request for Assistance, Reevaluation, and the Case Maintenance workflow, captures information about each household member’s requirement and exemption status as well as compliance with ABAWD Work Program (WP) requirements.

BEACON reviews and automatically updates the ABAWD WP exemption reason and requirement statuses of each household member on a nightly basis and whenever the case is wrapped-up.  If not already selected, BEACON updates each client’s exemption reason to the most permanent applicable exemption reason.  To do this, BEACON relies on data that is available in the case record

 

Important:

The ABAWD WP Requirement status for each household member must be reviewed and updated at application, recertification and whenever a client reports a change that could impact a household member’s ABAWD WP requirement and/or exemption status.

 

The Work Requirements-FS page must accurately reflect each client’s work program requirement and exemption statuses.  When processing an application, recertification, or performing case maintenance, you must review the Work Requirements-FS page and make sure that the work program requirement and exemption statuses reflect each household’s member’s current circumstances.

 

ABAWD Work Program Required Status: No

You must select the most permanent ABAWD Work Program Exemption reason that applies to each client.  For example, a 60 year old client who is collecting Unemployment Compensation (UC) should be exempted from the ABAWD WP requirement due to age rather than receipt of UC benefits which are received on a temporary basis. 

When an exemption reason that corresponds to a BEACON page is selected, you will be prompted to update the page via popup message.  For example, if you select the exemption reason Pregnant Woman, you will be prompted to update the Pregnancy page.  If the pregnancy data page is not completed, BEACON will not recognize that the client is pregnant and will not maintain the selected exemption status. 

Some exemption reasons are not supported by BEACON data and rely on case manager determination.  When you select a user defined exemption, you must enter an Anticipated end date whenever possible.  Unless a more permanent exemption reason applies, BEACON will maintain the case manager selected exemption until it expires (based on the user entered end date).  When completing an application, recertification, Interim Report or case maintenance activity, you must review the Work Requirements-FS page and remove a user selected exemption if it no longer applies.  If the exemption status remains valid, you must update the start date.

 

Important:

 Do not update the ABAWD Work Program exemption status if the applicable exemption has not yet been verified.  In such cases, a VC-1 must be issued and the requirement status must be set to Required unless another exemption has been verified.  The client’s exemption status must be updated upon receipt of the applicable verification.

 

To update the ABAWD WP exemption status:

  1. access the Work Program Requirements-FS page and select a client from the Members List The members list is a list of members in the Assistance Unit. Access the list by clicking on the Member List icon.

  2. in the ABAWD Work Program section, for Required, select No if a client is not required to comply with ABAWD WP requirements 

  3. for a Required status reason, select the most permanent applicable exemption status from the drop-down list.  

  4. when certain Required status reason selections are made, the Anticipated end box will be enabled.  Click the Calendar View popup icon to select the applicable exemption end date

 

Note:

 Do not enter an anticipated end date when the exemption reason is Student at Least Halftime.  The anticipated graduation date entered on the Education page serves as the exemption end date. When the exemption reason Pregnant Woman is applied, BEACON will use the Due date entered on the Pregnancy page plus two weeks as the end date.

 

  1. when no exemption applies, for Required, select Yes

  2. for a Required status reason, select ABAWD Work Program Required

  3. click Next to save your entries or changes and go to the next page in the workflow In BEACON, workflow is the set of relationships between all the activities for a case from start to finish. or

  4. click Finish to save your entries or changes and to exit the page and the workflow

At Interview Wrapup, when a calculation is performed via the EBC Results tab, a popup message will appear if, based on information that is available in the BEACON record, the ABAWD WP requirement and/or exemption status of one or more household members have been changed.

ABAWD Work Program Required Status: Yes

When no exemption applies to an ABAWD:

  1. access the Work Program Requirements-FS page and select a client from the Members List The members list is a list of members in the Assistance Unit. Access the list by clicking on the Member List icon.

  2. in the ABAWD Work Program section, for Required, select Yes indicating that the client is required to comply with ABAWD WP requirements 

  3. for a Required status reason, select ABAWD Work Program Required from the drop-down list.

BEACON will automatically update the Required status reason of a non-exempt ABAWD in the following situations:

As long as a non-exempt ABAWD is meeting, expected to meet, or has Good Cause for not meeting the work requirement:

 

Community Service Obligation Hours

Effective 4/4/16, with BEACON Build 48.3, the number of community service hours that a non-exempt ABAWD is obligated to complete for the month is displayed in the Community Service Obligation Hours field on the Work Requirements – FS page.
